I believe the 1988 Master is the Master Plan that all the other Master Plan updates are based on.

Note, even in the 1988 Master Plan, the town placed an emphasis on protecting Phillipsburg's natural resources.  A warehouse on the Delaware river riverfront in downtown Phillipsburg.
